“Vulnerable Workers” and Third Way Governance: Shifting Subjects of Regulation in Ontario’s Employment Standard Enforcement Regime

This article traces the definition and treatment of “vulnerable workers” within province Ontario’s regulation employment standards over a fourteen-year period. An examination government’s discourse its enforcement legislative history reveals significant shifts inconsistencies between claims practices. These are understood political economic analysis “Third Way” policies, competing liberal ideologies, shifting political-economic conditions institutional legacies.
